Program Description

The Elderly Activities Division’s (EAD) Administration oversees six programs:  RSVP, Coordinated Services for the Elderly, Senior Training & Employment Program, Hawai`i County Nutrition Program, Elderly Recreation Services and Special Programs.  The Division provides comprehensive and coordinated services for older individuals, which promote maximum independence, optimum health, personal dignity and self-enrichment.  EAD staff offers older adults 55 years and older many educational and recreational choices, various opportunities and services to enhance their quality of life, such as employment, volunteer opportunities, transportation, escort, information and assistance, in-home services (chore, personal care), recreational activities, congregate meals and home-delivered meals and islandwide, statewide, national and international activities (Kupuna Hula, bowling, softball, health fair, etc.).

Our Coordinated Services Program offers senior citizens 60 years and older a wide variety of services. One phone call to our office is your direct linkage to services and information available in Hawai`i County, such as:
  • Determining your particular needs;  
     
  • Making referrals to appropriate resource agencies or providing assistance to follow-up on your particular needs;  
     
  • Providing you with information about programs and services;  
     
  • Issuing the County Senior Citizen ID card which offers discounts from various business establishments; 
     
  • and Providing you with other key services, such as in­-home chore (which includes light housekeeping, laundry, meal planning, cooking, shopping assistance, personal care, running errands, escort, etc.), transportation, friendly visiting, letter reading/writing, translating/interpreting, counseling, financial affairs, housing assistance, client advocacy and outreach activities.

Sports, recreation, and leisure time activities, as well as, educational and health-related activities are an integral part of the division's many services offered through the Elderly Recreation Services (ERS) program. Minimum age for participation is 55.  Activities provided by the ERS staff include socialization and recreation at 24 senior centers established around the Big Island.

In addition to these center programs, an exciting "learning center" concept has been established with special classes being offered at different facilities located in every major district of the County. Classes range in interest from karaoke, line dance, photography, to ukulele, sewing and hula.

Low cost, balanced meals are available to older adults (60 years and older) through two nutrition services: Congregate Dining and Home Delivered Meals.

Congregate dining sites are available in all nine districts. Transportation is provided to and from meal sites, along with a variety of activities: nutrition, health & consumer education, self-help health screening clinics, arts and crafts classes, excursions, socials and intergenerational programs.

Home delivered meals (Meals on Wheels) are distributed to homebound, ill elderly. Special diets (low sodium or diabetic) are available; in some districts.

If you're concerned about serving the community during your retirement years, we're sure our RSVP (Retired & Senior Volunteers Program) staff can be of assistance. To be a volunteer, one must be 55 years or older and possess a genuine desire to serve. Volunteers perform without pay, but in some cases are provided meals or mileage reimbursements.

Pre-schools, hospitals, nutrition sites and public/private nonprofit agencies are centers where senior volunteers can be assigned special roles. RSVP's underlying theme is, "You've learned a lot in your 55 years, how about sharing it with someone?"

The Senior Training & Employment Program (STEP) is a work-training program for low-income persons age 55 and older.   Those who qualify may receive paid, temporary assignments where they develop the skills, experience and confidence to find a permanent job outside of STEP.

The Special Programs staff provides individuals 55 years and older with a variety of recreational, sporting, health, performing arts and other special activities on an island­wide, state, national and international level. Special annual events include: State Bowling Tournament, Kupuna Games, Senior Olympics, Golf Tournament, County and State Softball Tournaments, Kupuna Hula Festival, Health Fair and other special interest programs.
